- Establish a statewide goal to emit 20% less CO2 in the year 2020 than emitted in 1990.
- Adopt appliance efficiency standards for residential and commercial devices.
- Align the tax code with utility incentives for energy efficiency investments.
- Encourage companies to sign on to DOE's Save Energy Now Program.
- Encourage public bodies to use performance contracting to finance efficiency investments.
- Ensure that all utilities implement an energy efficiency business model.
- Encourage municipal and state government to reduce energy consumption by 20%.
- Establish a “consumer advocate” position before the Public Utilities Commission.
- Eliminate barriers to energy/water efficient technologies found in restrictive covenants and planning rules.
- Match school district investments in LEED renovations to ensure every child in Idaho learns in a green school.
- Set a goal to improve the energy efficiency of 20,000 homes and businesses.
- Certify all new public buildings as LEED Gold or better by 2020.
